Emmanuel Nigel: "KIWEPI in Partnership with UWEZO Organizes District Education Dialogue Events."

Kitgum Women's Peace Initiative [KIWEPI] is one of the Women led Organizations that advocate for peace, Human Rights, Recovery/Relief, Reconciliation, and Policy to protect Women and Girls with the motto "Peace, Reconciliation, Recovery" and also looks at the UN Resolution 2250 Youth Peace and Security at Goma Declaration. One of the beautiful objectives of Kitgum Women's Peace Initiative is to provide and promote a violent free Community where Women and Girls equally enjoy their human rights and peacefully co-exist for sustainable development. Kitgum Women's Peace Initiative [KIWEPI] was founded on March 3rd, 2004. "KIWEPI in Partnership with UWEZO Organizes District Education Dialogue Events" Kitgum Women's Peace Initiative in partnership with Uganda Women's Effort to Support Orphans [UWEZO] Uganda has organized a District Education Policy Dialogue Events on Learning Assessment today Wednesday, May 8th, 2024 at Refugee Law Project.


The Dialogue aims at the enhancement of the stakeholders' understanding of Learning progress and some of the difficulties in the District of Kitgum with its objectives read by the Program Officer of KIWEPI Ms. Brenda Kakanyero to the stakeholders first - to enhance the knowledge of the key stakeholders on the understanding of basic learning, to gain deeper understanding of the process of the assessment, and to develop strategies, mechanism, and recommendation to address the outcome report. In the assessment that was released and shared during the District Education Dialogue Events UWEZO 2021 Assessment Districts by combined Literacy and Numeracy competency versus PLE 2022 Divisions 1 and U out of the 29 Districts Kitgum had got position 21 with 18.5% for combined Literacy and Numeracy from P.3 to P.721 and 6.2% in PLE [2022] for Division One and ranked position 5 for PLE [2022] in Division U with 25.2% a very an excruciating results.


Mrs. Gladys Canogura who is the Executive Director of Kitgum Women Peace Initiative [KIWEPI] made a remark at the District Education Dialogue Events that we need to have a key interest in Education, we need to change the face of education in Kitgum District, and she also said that we need to form ourselves as stakeholders for Education. Kitgum has 91 Government aided schools. Some of the issues on Education raised by the stakeholders were; if children cannot read, they cannot comprehend anything, high rate of absenteeism from school from both children and Teachers affects learning so highly, lack of determination and persistence can affect Education, very few schools have coverage of curriculum few would reach 50% curriculum coverage, lack of supervision from the Head Teachers, laziness from both children and Teachers affect learning a lot, the issue of Foundation Body some Teachers would prefer not to work because there's still fighting for the Foundation Body.


A Representative from KINGFO recommended demoting Head Teachers who are not performing and promoting Classroom Teachers who are having good performance. District Secretary for Education in his submission said that the Government of Uganda should recruit more Teachers. Mr. Okot P' Bitek one of the District Education Officials in the capacity of Inspector of Schools advised that the Foundation Body should appoint School Management Committee [SMC] members who have knowledge of Education and are exposed not those Christians who are just regular on Sunday for prayer. The District Chairperson of Kitgum District Local Government Hon. Christopher Obol Arwai thanked Kitgum Women's Peace Initiative [KIWEPI] as he exclaimed that KIWEPI has done the recommendable job, he noted that: give and invest meaningfully in the sector of Education, as a District, we want to count on KIWEPI, we need to add more to enhance the value of Education.


District Education Dialogue Events had many stakeholders like District Education Officials, Religious Leaders, and those who embrace Education greatly. The District Education Officer Mr. Lawot Anthony came personally but he went away shortly because he had some serious engagement he couldn't continue with the District Education Dialogue Events and he didn't give any remarks except his voice was heard during the time for introduction. "Another disappointment was that no Cultural Leaders were present yet some of them were invited by Kitgum Women's Peace Initiative for District Education Dialogue Events."


District Deputy Speaker Hon. Noe Opoka who closed the District Education Dialogue Events suggested that this kind of Dialogue should be done annually so that we see how far we have gone.
