The Presidential Executive Order is an official document issued by the Head of State with the power that is the same power as a law. The Executive Order cites the President's authority under the Constitution and whenever the Presidential Executive Order is issued it must be followed.
The Balaalo are still here in Northern Uganda and seemingly they are not worried about anything despite the Presidential Executive Orders issued in 2017, 2021, 2023, and 2025. I just think Yoweri Kaguta Museveni just gives a letter, not a Presidential Executive Order. This thing looks to be a sluggish action. Just two years to make a decade and this issue of Balaalo is not yet resolved.
The situation does not make sense and as I contemplate some people are just forcing the president to have something to say about the Balaalo living in Northern Uganda. He's not bothered. Balaalo's leaving Northern Uganda is not certain. Yoweri Kaguta Museveni's response to the issue of Balaalo has not been very powerful.
Sincerely, you can't make so many Presidential Executive Orders on the same thing and those Orders are not followed.
